Brief introduction for Blood Center of Zhejiang Province

　　Blood center of Zhejiang Province is a health care institution, which was approved to establish by the Government in 1995 and directly led by the Zhejiang Province Health Bureau. Preparations started for the construction of the blood center in April, 1996. On December 27, 1996, it passed the examination and acquired the license for blood collection, supply and transfusion service. According to the law and the region plan of whole province, the principle of health resource reasonable distribution and utilization, Blood Center of Zhejiang Province and Hangzhou Central Blood Station was merged into the new Blood Center of Zhejiang Province on February 24, 2000. Now it has become the center of technique, teaching and research for blood transfusion in Zhejiang Province, and is responsible for blood supply and transfusion services for all of hospitals in Hangzhou (the capital of Zhejiang Province).
　　There are 116 staffs, including 9 senior professional posts, 43 middle professional posts, four people having master degrees and twenty-one bachelors. The center is comprised of four administration departments which are office, blood transfusion affairs, finance, general affairs, and six professional departments which are quality management, check-up and blood collection, laboratory, blood donor recruitment, clinical transfusion service and transfusion research.
　　Our center has advanced level equipments, including: program-controlled freezer (PLANER), FCAS (BD), 377-96 DNA sequence analyzer (ABI), fully automated microplate ELISA analyzer (HAMILTON), GESIS RSP-150 automated pipette machine (Tecan), 9600 PCR instrument (PE), more than ten sets of automatic blood separator (Haemonetica and Baxter), automatic autologous blood recovery transfusion instrument (Haemonetica), program-controlled centrifuge for blood component (Beckman and AORVALL), low temperature and ultra low temperature freezers (SANYO), Nikon microscope, CO2 incubator machine (SANYO), automated sterile connect pipe machine (Terumo), platelet incubator machine (Forma), the mobile Vehicles for collecting blood. All of professional facilities are totally worth more than 50 million RMB.
　　The aim of the center is depending on the advance of science and technique, assuring blood safety, effective and reasonable use. The center has been carrying out total quality management, strictly executing <standard of blood transfusion service> issued by MOH, engaging actively in academic exchanges and learning the advanced technology and management experience on transfusion at home and abroad, The center has developed professional software system for blood transfusion service, which was supervised by the Medical Affair Division of Health Department and the Committee of blood quality administration, making the management further scientific and standardizes.
　　The amount of blood supply was up to 35, 000 L in 2000, including: whole blood, RBCs suspension, RBCs concentration, washed RBCs, granulocyte (apheresis), platelet concentration, peripheral blood stem cells, frozen and deglycerolized RBCs, cryoprecipitate and fresh frozen plasma. The center also performs many service items, such as: identifying and matching of difficult blood group, hemolytic disease of the newborn check, transfusion reaction check, HLA matching, transfusion treatment and autologous blood transfusion. The HLA matching, platelet matching and blood group genotyping have reached the first-class level in the country. The blood center is also the base of transfusion techniques in Chinese-USA cooperation, Unit of China Marrow Bank, appointed HLA laboratory by the Taiwan Ciji Marrow Donor Center, technique cooperation unit of People’s High Court of Zhejiang Province.
　　In research, it has finished four research items of Zhejiang Province Health Bureau in last three years, e. g.: “Relationship of HLA-II gene and kidney transplant” and “Basis and clinical research of platelet”, which won the third class prize of Zhejiang Province Science Progress Award respectively in 1998 and 2000. Now there are three items in the process of research, one supported by Medical Science Foundation (Excellent Youth ) Of Health Department and one supported by Medical Emphasize Science Foundation of Health Department. The item “Basis and clinical research of cord hematopoietic stem cell” will be supported by Emphasis Science and Technology Foundation of Zhejiang Province, which cooperated with the Life Science College of Zhejiang University and the Affiliated Gynaecology and Obstetrics Hospital of Zhejiang University. More than one hundred articles have been published, which are involving in blood group, transfusion transmitted disease, hematopoietic stem cells transplant. Academician Lu Daopei inscribed it as “Pioneer of transfusion reseach in China” after he visited the center.
　　During the construction and development process of the blood center, it has received the support and concerns of MoH, the Provincial Government, the leaders’ office of blood donation in Zhejiang Province, Finance Department, Zhejiang Province Health Bureau and foreign friends [especially Doctor John LEE (famous immunity haematology specials in the world)]. The successive leaders of MoH, the provincial Government, Yin Da-kui, Wang Long-de, Xu Zhi-chun, Lu Song-ting, Sang Guowei, Yang Li-yin, and the leaders of Zhejiang Province Health Bureau, came to the Center for inspection and gave many important instructions. Hereby our staff thanks sincerely for them. According to <Blood Donation Law of People’s Republic of China>, the staffs will try best to provide patients and donors high quality service, make it become one of the first-rate blood center domestically and internationally. All the staff are making efforts for the contribution to advancing of Zhejiang blood transfusion add improving the health of people.
